Maricopa County Environmental Services regularly receives nuisance complaints from citizens, local municipalities and non-profit organizations regarding the increased amounts of garbage, refuse, debris and human waste in and around parks, community streets and alleyways due to the influx of street-side donations to individuals experiencing homelessness.
