David leads process improvement for CDC's Public Health Law Program and previous engaged in legal research related to lead laws in partnership with CDC's National Center for Environmental Health. David also previously served as a Policy Surveillance Manager at Temple University's Center for Public Health Law Research. Further, David worked in the non-profit environmental field, analyzing and litigating policy and regulations related to air pollution from natural gas drilling, biomass, asthma, and regulatory oversight of air pollution control agencies that implement the Clean Air Act.
