Jim Starbard, REHS/RS, joined RCAP Solutions in 2009. He has had six years experience as a local public health Sanitarian with duties including the oversight and enforcement of the Massachusetts State Sanitary Code, Title 5 and other applicable regulations. Jim is experienced in all aspects of public health protection and promotion at the local level including inspectional services, emergency preparedness activities and administrative duties.
